JFK tagged him "Mr. Social Security." LBJ praised him as the "planner, architect, builder and repairman on every major piece of social legislation [since 1935]." The New York Times called him "one of the country's foremost technicians in public welfare." Time portrayed him as a man of "boundless energy, infectious enthusiasm, and a drive for action." His name was Wilbur Cohen. For half a century from the New Deal through the Great Society, Cohen (1913-1987) was one of the key players in the creation and expansion of the American welfare state. From the Social Security Act of 1935 through the establishment of disability insurance in 1956 and the creation of Medicare in 1965, he was a leading articulator and advocate of an expanding Social Security system. He played that role so well that he prompted Senator Paul Douglas's wry comment that "an expert on Social Security is a person who knows Wilbur Cohen's telephone number." The son of Jewish immigrants, Cohen left his Milwaukee home in the early 1930s to attend the University of Wisconsin and never looked back. Filled with a great thirst for knowledge and wider horizons, he followed his mentors Edwin Witte and Arthur Altmeyer to Washington, D.C., and began a career that would eventually land him a top position in LBJ's cabinet as Secretary of Health, Education, and Welfare. Variously described as a practical visionary, an action intellectual, a consummate bureaucrat, and a relentless incrementalist, Cohen was a master behind-the-scenes player who turned legislative compromise into an art form. He inhabited a world in which the passage of legislation was the ultimate reward. Driven by his progressive vision, he time and again persuaded legislators on both sides of the aisle to introduce and support expansive social programs. Like a shuttle in a loom he moved invisibly back and forth, back and forth, until the finely woven legislative cloth emerged before the public's eye. Nearly a decade after his death, Cohen and his legacy continue to shadow the debates over social welfare and health care reform. While Congress swings with the prevailing winds in these debates, Social Security's prominence in American life remains vitally intact. And Wilbur Cohen is largely responsible for that.

Doubts about the ability of industrialized countries to continue to provide a sufficient level of retirement benefits to a growing number of retirees has fueled much recent debate and inspired a variety of recommendations for reform. Few major reforms, however, have actually been implemented. In The Political Future of Social Security in Aging Societies, Vincenzo Galasso argues that the success of any reform proposals depends on political factors rather than economic theory. He offers a comparative analysis of the future political sustainability of social security in six countries with rapidly aging populations--France, Germany, Italy, Spain, the United Kingdom, and the United States. Using a quantitative approach, he finds that an aging population has political as well as economic effects: an older electorate will put pressure on politicians and policy-makers to maintain or even increase benefits.Galasso evaluates how each country's different political constraints shape its social security system, considering such country-specific factors as the proportion of retirees in the population, the redistributive feature of each system, and the existing retirement policy in each country. He concludes that an aging population will lead to more pension spending; yet postponing retirement mitigates the impact of this, and may be the only politically viable alternative for social security reform.

Longevity Policy: Facing Up to Longevity Issues Affecting Social Security, Pensions, and Older Workers
The life expectancy of Americans continues to increase, and each day 12,000 baby boomers turn 50, expanding the ranks of our older population while ramping up the pressure on public and private retirement programs. At the same time, public policy has failed to keep pace with the challenges this aging population brings of how to pay for the living costs of those added years; many of our current social policies and employee benefit policies were designed during an era when people had shorter life spans. In Longevity Policy: Facing Up to Longevity Issues Affecting Social Security, Pensions, and Older Workers, John A. Turner addresses these policy issues and makes the case that longevity policy should be recognized as a distinct area - as we do now for climate change. Instead of treating issues relating to older age, Social Security, and pensions separately, we need to recognize the interrelationships among these areas and adopt a unified approach toward policy. Doing so, Turner argues, would make for much more effective and efficient policymaking. Turner begins the book by documenting the overall increase in life expectancy, the ensuing distributional issues observed in the United States diverse population, other related demographic changes, and the costs associated with increased longevity. The remainder of the book is divided into four parts: 1) issues relating to the labor market for older workers, including changes in the health of older workers and in the job requirements by employers; 2) an examination of how Social Security policy is affected by increasing life expectancy, and a proposal for a new benefit that Turner dubs "longevity insurance;" 3) a look at how private pension policy is affected by increasing life expectancy, including issues for 401(k) plans and defined benefit plans; and 4) a set of five policy recommendations based on an integrated approach to solving the problems arising from increased life expectancy. Turner not only makes the case for a number of distinct policies, he goes further, expressing the need for a package of complementary longevity policies. These policies would reinforce one another in accomplishing several things: they would help encourage work at older ages, move Social Security toward solvency, provide more efficient targeting of Social Security benefits, increase annuitization of 401(k) accounts, and encourage employers to offer defined benefit plans to their workers. Taken together, Turner argues, they would facilitate the adjustment of workers and pension systems to the costs and benefits of a longer life.

One of the issues all Western European countries are struggling with is social unsafety. Whether it is true unsafety or that citizens merely feel unsafe does not matter for the policy. In both cases, citizens expect the government to sort their problems. Local authorities are the first ones called to account on social safety issues. Some are successful, some less so. In this book, experiences with local safety policy in the Netherlands and Belgium are described and compared. Concrete examples of local safety policy are also put in the wider context of criminological and administrative insights that have been developed in the last decades.
